Nebraska Prison Employees Arrested for Explicit Abuse of Inmate, Former Employee Also Arrested

Lincoln, NE: The Nebraska State Patrol detained three individuals for having improper relations with several prisoners inside the state jail. The arrest was made on Monday. Two individuals were employed at the state prison and the last was a former employee.

The arrested individuals are identified as:

  • Nicole Carter (47): sexual abuse of an inmate and allowing a committed offender to have unauthorized visitation or communication.
  • Laura Schluckebier (45): allowing a committed offender to have unauthorized visitation or communication and conspiracy to allow a committed offender to communicate.
  • Abbey Fielder (26): sexual abuse of an inmate, conspiracy to commit sexual abuse of an inmate, and allowing a committed offender to have unauthorized visitation or communication.

An investigation into their respective arrests is ongoing, according to a Tuesday release from the Nebraska Department of Correctional Services. Working as inmates at the Nebraska State Penitentiary, both Schluckebier and Fielder are now subject to an investigational suspension.

According to the Lincoln Journal Star, one inmate claimed that Fielder had touched his privates and kissed him on the mouth. He told investigators that he was unable to refuse the unwanted contact because of her influence over him.

Carter is facing allegations of touching an inmate improperly while he was out on parole.

Arrested at her present place of employment, Carter was no longer employed by the Nebraska Department of Correctional Services.

According to State Patrol public relations officer Cody Thomas, who spoke with the Nebraska Examiner earlier this year, the probe started when detectives from the relevant agency approached the State Patrol regarding possible improper conduct. In 2023, these things took place.

Carter and Schluckebier were detained in Lancaster County Jail; Fielder was later released due to medical reasons.
