Millions of Americans receive tax refunds each year, both federal and state, from the Internal Revenue Service (IRS) and different local tax organisations. Colorado is one of them, and it is presently giving out TABOR reimbursements for 2025, which correlate to the fiscal surplus for 2024.
Taxpayers who have already submitted their state tax returns will get the amounts, while those who want an extension will have until October 15, 2025, according to the Colorado Department of Revenue.
TABOR Tax Refund: Who Qualifies?
The amount paid by each individual is determined by their adjusted gross income (AGI) and marital status. For example, in 2024, a single person with an AGI of up to $53,000 received up to $177, and a married couple in the same range received $354. According to official data published in October 2024, the upper ranges are $565 for singles and $1,130 for married persons.
Refunds are made immediately when you submit your 2024 tax return (Form DR 0104) or the PTC application for landlords or tenants. Unlike past years, such as 2022 with the Colorado Cash Back program, no separate checks will be issued; the cash will be blended into the total tax refund.
Those who file returns after the regular date of April 15, 2025, but before October 15, will receive their TABOR once their application has been approved. However, keep in mind that filing your tax returns late can result in fines or tax penalties.
Payment is made via direct deposit or cheque, depending on the method selected while filing. Taxpayers who do not have Social Security can nevertheless benefit from it by using an ITIN.
The following are the final tax refunds from last year’s TABOR program, based on household AGI:

Steps for claiming the TABOR 2025 refund
Submit the 2024 state return by April 15, 2025 (if you requested an extension of the deadline, verify if it was granted).
Include form DR 0104 or PTC, as applicable.
Verify the bank information for direct deposit.
Check the status of your refund on Revenue Online (the Income Tax Department’s portal).
Non-filers of low-income taxes must complete the PTC application by June 30, 2025 to be eligible for TABOR. The agency reports an average processing time of 6-8 weeks following submission.
According to the Colorado Legislative Analysis Office, the rebates will bring $1.2 billion into the state economy by 2025. According to a Rocky Mountain PBS study, experts recommend that recipients use these cash to pay off debt (34%), save (29%), or cover critical expenses (37%).
