Notification To Be Sent To Texas Residents Eligible For $500 Direct Payment Within 11 Days

Harris County, Texas officials are set to notify participants of their selection for a pilot basic income program for low-income individuals in just 11 days.

According to the Houston Chronicle, the county recently revealed that around 83,000 individuals have submitted applications for the Uplift Harris program. The county also stated that it plans to inform the chosen participants for the pilot program by Feb. 26.

Judge Lina Hidalgo emphasized that addressing poverty and supporting struggling families should not be a topic of political contention, according to a statement she made. “It is our responsibility as county leaders to take every possible action to tackle the higher poverty rates in our community compared to other communities in Texas and across the nation.”

Starting in April, a program in Harris County will provide $500 payments to 1,928 recipients for a duration of 18 months. The program is funded by $20.5 million from the American Rescue Plan, signed into law by President Joe Biden in March 2021. Officials have expressed their desire for the program’s future to be characterized by long-term sustainability and gradual expansion, despite the current limited timetable.

“We will explore options to secure long-term funding for this program and aim to assist even more families in the future,” Hidalgo expressed.

Residents who met the eligibility criteria for the program were those living in Harris County’s “high-poverty ZIP codes” and had an income that is 200% below the federal poverty line. Another group eligible for the program were those enrolled in the county’s Accessing Coordinated Care and Empowering Self Sufficiency program, with an income also 200% below the federal poverty line.

The pilot program was approved by the Harris County Commissioners Court in June 2023, and applications were open from January through Feb. 2. Various jurisdictions have experimented with and put into action basic income programs, yielding varied outcomes. In some cases, these initiatives have been funded through federal relief bills, such as the American Rescue Plan.
