Police reached out to Bass, who explained that he had stepped out of the apartment around 10 a.m. to take the dog for a walk. While talking to the building manager, he noticed the presence of emergency medical personnel and firetrucks. Upon noticing that a child was being attended to, he promptly contacted Randle, who was upstairs with the other three children, and instructed her to go and assess the situation.
