Man with ‘Significant’ Police History Arrested After Driving into Crowd at Vancouver Filipino Festival

Police reported that the guy detained after allegedly killing numerous people by driving into a crowd at a Filipino community celebration in Vancouver was “known” to them.

On Saturday, April 26, the Vancouver Police Department seized a guy at the scene of a crash that killed 11 people and injured “multiple others.” In a news conference on Sunday, April 27, Vancouver Police Interim Chief Steve Rai announced the updated number of fatalities.

The VPD initially said on X that the 30-year-old male, whose identity has yet to be revealed, allegedly drove through a crowd at the Lapu Lapu Festival in the Canadian city at approximately 8:14 p.m. local time near East 43rd Avenue and Fraser Street. The suspect was apprehended on the scene, and the VPD’s Major Crime Section is currently conducting the investigation.

Rai stated on April 27 that the guy in prison had “a significant history of interactions with police and health care professionals, all related to mental health.”

“While I’m not prepared to speak about the potential motive, I can now say with confidence that the evidence in this case does not lead us to believe this was an act of terrorism,” he continued, according to Reuters. He further stated: “I am unable to publicly identify the person who is in custody because charges have not yet been laid.”

Shortly after the fatal occurrence, Rai gave an update to local media, as reported by the Vancouver Sun, in which he stated that “the suspect was known to police in certain circumstances.”

When asked if the individual had had any interactions with police in “the last few days,” Rai indicated he couldn’t answer the question, emphasizing again during the news conference that officials have “some knowledge of interactions,” but not providing a timetable.

“It would be unfair and improper to the investigation and its rightful conclusion if I leaked any information right now. “But we’ll definitely have more for you in the morning,” he explained.

Rai later reported that bystanders seized the offender before VPD arrived on the spot.

“When it occurred, from my understanding, prior to police arrival, he was taken into custody by people in the crowd,” the police chief said, adding that authorities arrived “shortly thereafter and took custody of him.”

The VPD did not immediately respond to PEOPLE’s request for comment on April 27.

Abigail Andiso, who was with friends at the time, told the Sun she heard two huge explosions before noticing “bodies on the street,” some of whom she described as “dead on the spot.”

“There was a lady with her eyes staring up, and one of her legs was already broken,” said Dale Selipe, who was accompanying Andiso. “One person was holding her hand, trying to comfort her.”

Yoseb Vardeh, co-owner of the food truck Bao Buns, reported hearing “an engine rev.”

“It didn’t make any sense to me because there’s still people here, like, it sounded like a car speeding,” he told the publication. “It made no f—— sense. And then I glance up and see people soaring. “It just happened so fast.”

The business owner reported seeing “bodies everywhere” after the motorist drove “straight down the middle” of the block. “I didn’t break down until I got home to my family just five minutes ago,” he told me.

According to Vardeh, the motorist was going around 60 mph before being detained by the crowd.

Kaya Ko, a Vancouver-based artist, described the incident as a “massacre” on Instagram. “It was not an accident. She wrote, “This was a massacre.” “I am at a lost of words. “Praying for everyone’s well-being and for the souls, lives lost, and families affected by this heinous crime.”

Vancouver Mayor Ken Sim said on social media that he was “shocked and deeply saddened by the horrific incident,” while Canadian Prime Minister Mark Carney told X that he was “devastated to hear about the horrific events.”

“I extend my heartfelt sympathies to the families of those slain and injured, the Filipino Canadian community, and everyone in Vancouver. “We are all mourning alongside you,” he wrote. “We are monitoring the situation closely, and thankful to our first responders for their swift action.”
