2 Bronx Men Charged With Drug Charges As NYPD bust Massive Loads of Drugs at Residence

Bronx, NYC: Luis Rosario, also known as “Gallo,” and Rubinsky Padilla are charged with a conspiracy to distribute drugs. The Hunts Point section of the Bronx was the site of ROSARIO’s arrest yesterday afternoon. Currently, PADILLA has evaded capture.

A house at 755 Coster Street in the Bronx, New York, was the site of an unlawfully massive drug distribution operation by a group of narcotics traffickers, including PADILLA and ROSARIO, from approximately October 2022 until roughly February 15, 2024.

The NYPD has determined that the gang was responsible for the selling of heroin, fentanyl, para-fluorofentanyl (an analogue of fentanyl), cocaine, and other narcotics at the residence over the duration of the investigation. Neighbors have often dialed 911 to report the house’s constant drug use and the presence of paraphernalia outdoors on the sidewalk.

From around 2015 to 2024, the residence was the subject of many judicially allowed searches, yet the gang persisted in its operations anyway. Heroin, fentanyl, cocaine, and cocaine base were among the substances seized during the searches. In April 2023, when a search of their house yielded a large amount of drugs, PADILLA and ROSARIO were both taken into custody. Despite this, they persisted in running their drug distribution operation from the same place.

There have been a total of thirty non-fatal overdoses and twelve fatal overdoses within a three-block radius of the property at 755 Coster Street from around 2018 to 2024. Lately, on or around January 19, 2024, authorities reacted to a 911 call describing a male who was unresponsive and in need of medical attention at the residence at 755 Coster Street. Upon arrival, they discovered the body of a person who had apparently died from an overdose a few hours earlier.

During a search of 755 Coster Street on or around February 14, 2024, ROSARIO was located inside. Below is a picture of what law enforcement uncovered during their search. They seized drugs paraphernalia, including equipment meant for packaging narcotics for distribution, and quantities of what seemed to be cocaine base and heroin.

One count of conspiracy to distribute narcotics has a required minimum sentence of 10 years in prison and a potential sentence of life in prison. Rubinsky Padilla, 48, and Luis Rosario, 67, of the Bronx, New York, are facing these charges.
